STEP is a rigorous initiative designed to equip newly promoted law enforcement officers with essential skills to effectively lead and supervise teams within high-performance organizations. The comprehensive curriculum includes modules on leadership strategies, ethical leadership, personnel development, conflict management and critical incident response, among others. Since its inception in 2004, STEP has benefited 945 first-line supervisors across Ohio.

In addition to her recent achievement, Callahan brings a wealth of experience to her role at UAPD, where she has served since 2019. Her career has spanned various assignments, including dispatch, patrol and specialized units such as the Rescue Task Force team and the Detective Bureau. Currently serving as the night shift supervisor, she continues to demonstrate a commitment to professional development and leadership within the law enforcement community.

"I am honored to have completed STEP and am eager to apply what I've learned to further enhance our department’s operations," said Callahan. "I am grateful for the support of my colleagues at UAPD and my family, whose encouragement has been invaluable throughout my career."

Callahan earned a Bachelor of Science in Political Science with a minor in Criminal Justice at UA where she is currently enrolled in a National Security Study graduate program.

Reflecting on her experience at UAPD, she shared, "The community environment at UAPD is truly special. I appreciate the interactions with students, faculty and staff, which make our campus a safer and more welcoming place."

The Law Enforcement Foundation, in collaboration with the Ohio Association of Chiefs of Police, sponsors STEP to foster leadership excellence and promote secure communities through enhanced law enforcement supervision. The program is part of the Foundation’s mission to develop partnerships that address shared community concerns and promote positive social change across Ohio.
